Notre étude a consisté à dresser un état des lieux quantitatif et qualitatif de l’activité de numérisation des bibliothèques municipales en France. La quantité des œuvres numérisées reste faible par rapport à la production de la Bibliothèque nationale de France. Quelques bibliothèques choisissent d’investir massivement dans la numérisation alors que la grande majorité ne s’est engagée que dans un ou deux projets. De la même manière, la publication des œuvres numérisées reste timide. Divers freins expliquent l’offre numérique peu importante. Tout d’abord, une bonne connaissance des fonds s’impose. De plus, la numérisation constitue un processus technique long et complexe. Puis, le respect du droit d’auteur constitue un principe juridique contraignant. Enfin, la structure institutionnelle des bibliothèques municipales constitue un frein à l’activité de numérisation. En effet, les spécificités administratives et organisationnelles des bibliothèques municipales ont pour conséquence une décentralisation administrative et géographique. Les moyens varient d’une bibliothèque à une autre et de nombreux acteurs entrent en jeu. La coordination des programmes devient alors difficile. Néanmoins, les bibliothèques municipales connaissent un contexte favorable et possèdent des atouts pour proposer des services numériques. D’une part, elles détiennent un héritage patrimonial exceptionnel. D’autre part, il existe des politiques de numérisation au niveau européen, national et régional qui encouragent financièrement la production numérique. Enfin des démarches spécifiques ont été développées par les bibliothèques municipales pour dépasser les contraintes : se spécialiser dans un domaine, publier sur des portails, s’allier à la Bibliothèque nationale de France, répondre aux besoins des usagers, développer une masse critique d’œuvres numérisées et de façon régulière, produire elles-mêmes leurs œuvres numérisées ou passer des contrats avec des entreprises privées.

The aim of this study consists in drawing up an inventory of the quantity and quality of the activity of digitizing in French public libraries. The number of digitized works remains relatively low when compared to the activity done by the French National Library. Only a few libraries choose to invest massively in digitizing when most of them only get involved in one or two projects. Likewise, digitized works are not much published. Several reasons explain why the offer is so poor. To begin with, it is necessary to have a good knowledge of the collection. Moreover, digitizing is a long and complex process. Then, respecting the copyright is a constraining legal principal. Finally, the institutional structure proper to French public libraries acts in itself as a brake on the activity of digitizing. Indeed, these administrative and organizational specificities entail an administrative and geographical decentralization. As a result, the means vary from one library to the other and various people/ actors come into play. Consequently, coordinating the programs becomes a tough thing. Nevertheless, public libraries know a favourable context and hold many trumps in order to propose digital services. On one hand, they possess a unique patrimonial inheritance, and, on the other, some existing policies implemented on a European, national and regional scale, financially stimulate digital production. To finish with, some specific approaches have been put forward by public libraries in order to go beyond the constraints: specializing in one precise field, publishing on the web, working closely with the French National Library, meeting the users’ needs as much as possible, having many digitized works in stock and being able to regularly propose new ones by digitizing themselves their collection or by calling in specialized private companies to do it.
